Terms of Use
Acceptance of Terms
By accessing and using Specko, you accept and agree to be bound by the terms and provision of this agreement. If you do not agree to abide by the above, please do not use this service.
Service Description
Specko monitors the official gazette, the Croatian Employment Service, the Ministry of Health and Croatian hospital websites for specialisation tenders, and brings residents news from their field. The service:
- Collects publicly available tender notices from those sources every day
- Groups a tender published in several places into one entry, and marks cancellations and outcomes so they are not mistaken for openings
- Shows each tender's county, institution, positions and application deadline where they can be determined
- Lets you search and filter tenders, including by specialisation, profession and county
- Sends push notifications about new tenders — for all of them, or only for the ones you choose
- Includes a calculator that estimates your points under the rulebook for admission to a specialisation
- Gathers new clinical guidelines and journal articles for each specialty, each with a short summary written by an AI model and a link to the source, and builds daily, weekly, monthly and yearly digests of them
- Lists upcoming congresses, courses and other professional events for each specialty, in Croatia and Europe
- Lets you create an optional account to save guidelines, articles and events
Use License
Permission is granted to temporarily access Specko for personal, non-commercial transitory viewing only. This is the grant of a license, not a transfer of title, and under this license you may not:
- Modify or copy the materials
- Use the materials for any commercial purpose or for any public display
- Attempt to reverse engineer any software contained on the website
- Remove any copyright or other proprietary notations from the materials
- Scrape, crawl, or systematically collect data from the service
Data Sources and Accuracy
Specko aggregates information from publicly available sources including:
- The official gazette (Narodne novine) and its tender adverts
- Croatian Employment Service (HZZ) job listings
- Ministry of Health (Ministarstvo zdravstva) announcements
- Hospital websites with public job postings
- The PDF and other documents those sources publish
- PubMed, Hrčak and the guideline publishers and public-health bodies we follow, such as ECDC, the WHO, HZJZ and HALMED
- The Croatian Medical Chamber's (HLK) list of accredited events, EACCME and professional societies' congress pages
Important Disclaimers:
- All information is sourced from publicly available websites
- Specko does not guarantee the accuracy, completeness, or timeliness of information
- Users must verify all information with original sources before applying, registering or relying on it
- Specko is not responsible for changes or updates to postings, publications or events
- Application processes and requirements may differ from displayed information
Automatically Read Tender Details
Some of what Specko shows for a tender — its positions and how many there are, the institution, the application deadline, and whether a document announces a tender, a correction, a cancellation or an outcome — is read from the tender's own document by an automated system that includes an AI model. The county is worked out from the listing's text. These details:
- Can be incomplete or wrong, particularly for scanned or unusually laid-out documents
- May be missing for a tender whose document could not be read, which then appears in the full list but not under a specialisation filter or in a notification for one
- Never prevail over the published tender, which is what counts
- Should be checked against the original tender before you apply
Points Calculator
The calculator estimates a candidate's points under the rulebook on admitting specialists (Pravilnik o standardima i načinu prijma specijalizanata, NN 94/2026). Its result:
- Is an estimate, computed from what you enter and nothing else
- Is not the official score — that is set by the admitting institution's committee, and the committee's score prevails
- Can be wrong if your entries are, if the rulebook changes, or if the rulebook is read differently in your case
- Is not legal advice and is not a guarantee of admission, so the decision to apply or not remains yours
Guideline and Article Summaries
Each guideline or article is shown with a short summary that an AI model wrote from the publication's abstract, or from its title and journal where there is none, together with its title, authors, journal, date and a link to the source. These summaries, and the choice of which publications are shown and which go into the digests:
- Point you to the source and are not a substitute for it — read the publication itself before relying on anything in it
- Can be incomplete or wrong, and the choice can miss a publication or include a less important one
- Are not medical advice and do not replace your own clinical judgement or your mentor's
- Are marked in the app as written by a model
Events
The events tab lists congresses, courses and other professional events with their dates, place, organiser and, where the source gives them, HLK points. These facts are shown as the source publishes them; an AI model decides which specialties an event is for and what kind of event it is. For a congress read from its society's own page, the model also finds the sentence that gives its dates, and the dates are shown only when that sentence appears word for word on the page. The list:
- May be incomplete or out of date, or put an event under the wrong specialty
- Leaves out events their organisers publish nowhere we follow
- Never prevails over the organiser's own announcement — check the dates, place, registration and points with the organiser before you register or travel
User Responsibilities
Users of Specko agree to:
- Use the service for legitimate professional purposes, such as finding a specialisation and keeping up with your field
- Verify all information with original sources before taking action
- Not attempt to overload or disrupt the service
- Respect the intellectual property rights of all content sources
- Not use automated tools to access or scrape the service
- Follow the community rules when you use an account
Your Account
Tenders, the calculator and reading the residency content need no account. You need one to save guidelines, articles and events, and for the community features we add. If you create one:
- You sign in with Apple, Google or a one-time code sent to your email address; keep that sign-in to yourself, because anything done with it is treated as done by you
- An account is for one person — do not share it or open one for someone else
- Access comes from a Specko Pro subscription restored to the account, or from a free trial or gift code on a device you link to it; an account has one free trial, counted from the earliest trial of any device it has linked
- You can link up to three devices. A device belongs to one account at a time, and moves to another account once you sign out of it on that device, or once it has not been used with the first account for 30 days
- You can save up to 1,000 items; an item that its source or Specko no longer offers may no longer open, and stays in your list until you remove it
- You can delete your account at any time in the app's settings; what deletion removes is set out in the Privacy Policy
Community Rules
You accept these rules when you create your profile. They apply to your username and to anything you post or contribute in Specko's community features. You must not:
- Share patient data — names, dates of birth, record numbers, images or any other detail from which a patient could be identified
- Choose a username that passes you off as another person or organisation, or that is offensive or misleading
- Harass, threaten, insult or discriminate against anyone
- Post anything unlawful, or anything that infringes someone else's rights, copyright included
- Advertise, spam or promote products or services
- Spread misleading health information that could put patients at risk
- Disrupt the community, evade a suspension, or use more than one account to get around these rules
Content You Post
Where Specko lets you post, such as in a specialty's discussions, the following applies:
- What you post stays yours; you give us a non-exclusive, free licence to store it and show it to other Specko members for as long as it stays on the service
- It is shown under your username to everyone in the community where you post it
- You confirm you have the right to post it and that it follows the community rules
- We may remove content or a username that breaks these rules or the law, and suspend or close an account that does so seriously or repeatedly; we tell you which rule and why, and you can ask us by email to review the decision
- Anyone can report content they think is unlawful or breaks the rules by email to the address below, and we look at every report
- If you delete your account, your posts stay so that threads remain readable, but are shown under "[obrisani korisnik]" (deleted user) instead of your username
Service Availability
Specko strives to provide reliable service, but:
- Service availability is not guaranteed
- Maintenance may cause temporary interruptions
- Data accuracy depends on source website availability
- The service may be modified or discontinued at any time
Subscription Terms
Specko offers a premium subscription service (Specko Pro) that provides access to tender listings, the residency hub and the app's other features.
Free Trial:
- New users receive a free trial; its length is shown in the app before you start it, and is currently 7 days
- Full access to all features during the trial period
- No payment information is required to start the trial
- One free trial per device — the trial is anchored to your device identity, so reinstalling the app does not start a new one; if you sign in, the account has one trial as well, counted from the earliest trial of the devices it has linked
- After the trial ends, a subscription is required to continue using the app
Subscription Features:
- Access to all tender listings, with their positions and deadlines
- Push notifications for new tenders, for all of them or only the ones you choose
- Search and filtering by specialisation, profession and county
- The points calculator
- The residency hub: guidelines, articles, digests and events for each specialty, and saving them to your account
- Daily updates from every source
Payment and Billing:
- Payments are processed securely through the Apple App Store or Google Play Store
- Subscriptions automatically renew unless cancelled at least 24 hours before the end of the current period
- Prices may vary by region and are displayed in the app before purchase
- Your account will be charged for renewal within 24 hours prior to the end of the current period
- If you sign in, the app restores your subscription onto your account, so it applies on every device signed in to it
Cancellation:
- You can cancel your subscription at any time through your device's App Store or Play Store settings
- Access to premium features continues until the end of your current billing period
- No partial refunds are provided for unused subscription time
- Cancellation does not result in a refund for the current billing period
Refunds:
- Refund requests are handled by Apple or Google according to their respective refund policies
- For iOS: Apple Refund Policy
- For Android: Google Play Refund Policy
Gift Codes
We occasionally issue one-time codes that unlock the app for a set number of days without a purchase. If you receive one:
- A code unlocks one device, not one person — it attaches to the device that redeems it and cannot be moved or transferred; while that device is linked to an account, its access counts for the account too
- A code can be redeemed once; redeeming a second code extends your access from its current expiry rather than replacing it
- The access ends on the date shown in the app and simply stops — it is not a subscription, so nothing renews and there is nothing to cancel
- A gift code is not a purchase and has no cash value, so no refund arises from it
- We may decline or withdraw a code that has not yet been redeemed
Disclaimer
Specko is provided as it is and as available. It gathers public information and reads and summarises parts of it automatically, so we cannot promise that every listing, detail, summary, event or calculation is complete, correct or current, and you should always check the original tender, publication or event announcement before relying on it. Nothing in Specko is medical advice.
This does not limit any right you have as a consumer that cannot be excluded by contract, including your statutory rights if the paid service is not as described.
Limitations
We are not liable for loss arising from reliance on a listing, a detail read from a tender document, a publication summary, an event listing or a calculator result that turns out to be incomplete or wrong, for content other members post, or for loss caused by the unavailability of the service or of a source website. Nothing in these terms limits our liability for damage caused intentionally or through gross negligence, for injury to life, body or health, or where the law does not allow liability to be limited.
Third-Party Content
Specko displays content from third-party websites. We are not responsible for:
- The accuracy or completeness of third-party content
- Changes made to original postings, publications or event announcements after collection
- The availability or functionality of linked websites
- Application processes or requirements at individual hospitals
- Events, their programmes and their HLK points, which are their organisers' responsibility
Intellectual Property
Specko respects intellectual property rights. The service:
- Displays publicly available information with attribution to original sources
- Provides links back to original postings, publications and events wherever the source offers one
- Shows a publication's title, authors, journal and date with its own short summary and a link, never the publication's full text or its abstract
- Does not claim ownership of third-party content
- Will remove content upon valid request from copyright holders
Modifications
We may update these terms as the service changes. If a change materially affects your rights or a paid subscription, we will tell you in the app or on this page before it takes effect, and if you do not agree you can cancel your subscription before then. The date at the bottom of this page shows when the terms last changed.
Governing Law
These terms are governed by Croatian law. If you are a consumer, this does not deprive you of the protection given by the mandatory law of the country where you live, and you may bring proceedings either in Croatia or in the courts of your own country.
Consumer disputes:
If you are a consumer in the European Union and we cannot resolve a dispute with you directly, you can find your national out-of-court dispute resolution body here: European Commission consumer redress portal
